What if a chess site were set up to completely eliminate rude behavior?

My opinion is next:
We have laws in life, that punish people for personal insults, or for harassment. I read recently that in some country one person was arrested for trolling, and if I remember correctly, got the term.
I think, in future it will be more possible to judge people on the Internet. I think in many countries it's a criminal offense to threaten somebody with death. And personal insults are also some kind of crime. So, I think, it's possible to judge somebody from the Internet, as it would be done in life.
But here we have some problems:
1. Hacking (from someone's account will write hacker to expose the owner).
2. Sometimes on the sites it's not so easy to be sure, that all communications are written perfectly and accurate.

Anyway, it already happens: judging terrorists, extremist groups, etc.
So I think it's possible also for insults and harassment.

If people will be afraid of the law, they will not insult, because even anonymous would know: if their say to somebody: "You stupid c**t, d**, I had s** with your m*****", they will be arrested, judged, and will get a big fine at least.
To the original question: "What if a chess site were set up to completely eliminate rude behavior?"

I know of such a chess site! You'll have to use your imagination on the "chess" part though...

@GEM-592 I believe many of the ones who are cheating are also the same ones making insulting/unsportsmanlike comments. The same immature and angry mentality lends itself to both behaviors. Enact more stringent measures to keep the rude people off and the cheating would go down.

That may be hard to do at a free site like Lichess. I was thinking about joining one of the pay only sites like ICC because I've read they have less problems, however it was like $70 per year or something so I'm just going to look for a local chess club to play at, or perhaps even start my own.
@James7:

I think there are less cheater than people of bad behaviour but cheating is a huge problem as well. I played on other sides also an I think Lichess seems to be very attractive for cheaters.

Its a nice place with many features and events for free. But cheating detection is not working continuous effective as it seems.

Play on a local club is a great idea. Maybe you are able to find some friendly people on Lichess as well in which you can trust. Enough of them are already here, you just need to find them!

Best wishes
