Why did my opponent get a win when he had only King + Bishop?

Blitz is defined in appendix B and this appendix B refers to A.4.
A.4 refers to rapid play i.e. all time controls of less than 1 h.
Quickplay finish is a mode to finish FIDE classical games, i.e. over 1 h. There A.4 does not apply.
