That account was marked (because of artificial decreasing his rating) after getting 296, so he could go lower, but did not have time.
And later, to prevent such artificial decreasing, lichess rating became unable to go lower than ~780. So, if you will resing or lose many games and get 770 points, next games you will play will add you points, even if you lose. So, you lose and get points for this. Even this is possible on lichess! :)

Maybe it's just the player with the smallest number. And the player with 296 is banned for enginge use.
Maybe it's a mathematical thing. You start with 1500 and the more you loose games the less your rating is getting affected. Maybe below 296 there is the difference 0 and you can fix it by starting every player with for example 1641 and everybody would ask why 1641?
