I suppose that's more common than someone who only issues seeks as black, but it's an interesting choice - they just don't want to play as the other colour? They'll never accept a rematch because that would give them the other colour? I suppose in some ways it's not that different from someone who only chooses to play a particular time control, but it seems a little more unbalanced than that.
