Draw Offer Spamming

In my opinion the chess servers should restrict it to only mutual consecutive offers (A offers draw, then after declining only B is allowed to do so, if declined than A is allowed again...) or to restrict it to at least 20 moves in-between or something like that.
I will again suggest to other Lichess developers that for online chess it would be useful if the draw button were automatically "spammed" every move (or stayed pressed until a future turn where the player no longer wants a draw).
According to FIDE rules the draw offer button should only work when the clock of the player who wishes to offer the draw is running.
People who offer a draw during opponent's turn steal some time and distract with the pop up.
Draw offer when it's your opponents turn to move: according to FIDE rules it is at least valid. So just wait, his time is running. :D
Yes but when he offers a draw when my clock is running he distracts my thought process and steals a few seconds of my time as I pay attention to the pop up.
So I would welcome when somebody can only offer a draw in his own turn and time.
I support draw offers only being allowed on the turn of the person doing the offering.
So does FIDE. As was quoted before:
"A player wishing to offer a draw shall do so after having made a move on the chessboard and before pressing his clock. An offer at any other time during play is still valid but Article 11.5 must be considered."

I believe the "still valid" part is there just so that if a player offered a draw at an inappropriate time that the opponent still has the RIGHT to accept it. So that it's still binding on the player who offered the draw at the wrong time. But "still valid" would NOT be there if you could prevent players from making draw offers at wrong times OTB. Like you can with internet chess - ie grayed out button.
I suppose if we're going to entirely ignore my earlier suggestion -- as no matter how many times I offer it, nobody seems to even acknowledge that a suggestion has been offered -- another option would be to add a user preference "hide draw offers made on my time." But it seems asinine to add a user preference when a much simpler solution exists.
@Toadofsky I personally don't even understand your suggestion, so maybe others are ignoring it for similar reasons.
My suggestion is that if you click the "Offer draw" button, the button remains highlighted/locked so you don't need to click it every turn... just click it when you want a draw, and click it again (after an opponent's move) when you don't want a draw.
