"browser.tabs.remote.coep.credentialless" works to enable NNUE, but the engine does not load.

Status update: This will be back tomorrow. We were experimenting with a small improvement to NNUE, but had to disable it due to bugzilla.mozilla.org/show_bug.cgi?id=1790203. With the update tomorrow, the entire experiment will be disabled until the underlying issue is fixed.
