What would be the purpose of that? In the actual system you are paired with players with comparable results and hence comparable strength. Occasionally you have to play some weaker players and you get the opportunity to play some stronger players. That is fine is not it?

If there are tournaments for lower-rated players only, there should be tournaments for higher-rated players only. It's only fair.

Just like weak players don't want to spend their tournament being crushed, higher-rated players don't want to spend their tournament being bored to death by someone who is an absolute beginner at chess.

Maybe 1700 minimum? Thats not very strong, but at least they are sure how the pieces move.

I agree with that, a tournament rating with a + or - 200 or 300 min and max rating for players.
