In my opinion, either Bobby Fischer or Mikhail Tal.

If Chess 960 was played to remove all the opening theory and engine analysis advantages, I'd say most of the world champions would have decent matches with each other.

While Nezhmetdinov was a brilliant player, he was an international master. He wasn't close to being the world champion.
